Parece que finalmente llegó la hora del reconocimiento para el seleccionado argentino de rugby, Los Pumas, que en el pasado Mundial de Francia dieron crédito de su nivel tras quedarse con la medalla de bronce. Por lo menos eso indican las versiones. El conjunto albiceleste sería invitado a jugar a partir de 2008 el célebre torneo Tres Naciones, que disputan los seleccionados de Sudáfrica, Nueva Zelanda y Australia, pero sólo en condición de “miembro no fijo” ya que enfrentaría en cada fecha al equipo que quede libre.

Argentina enfrentaría entonces el año próximo a las poderosas selecciones de Sudáfrica (campeón mundial), Nueva Zelanda y Australia, en principio con partidos fuera de torneo, frente al conjunto que quede libre en cada fecha.

Para atender a esos compromisos, Los Pumas oficiarían de locales en una sede a designar, probablemente Ciudad del Cabo.

Ese sería el paso previo a la incorporación definitiva de la Argentina al que se convertiría posteriormente en un Cuatro Naciones.

Nueva Zelanda y Sudáfrica (actual campeón del mundo) abrirán el torneo el 5 de julio de 2008 y, probablemente, en una fecha cercana Argentina se cruzaría con Australia.

Egan dijo que sólo si Argentina logra profesionalizar toda la estructura del deporte podría pensarse en su inclusión en certámenes de primer nivel.

Los Pumas lograron un histórico tercer puesto en el reciente Mundial. Tras eso, la UAR pidió a la IRB que su seleccionado sea incluído en el tradicional torneo Seis Naciones, que disputan los seleccionados de Inglaterra, Francia, Escocia, Gales, Irlanda e Italia.

Otra opción sería ingresar al tradicional Tres Naciones, que animan los poderosos seleccionados del Hemisferio Sur, Australia, Nueva Zelandia y Sudáfrica.

En tanto, el Súper 14, una competencia que integran clubes de Australia, Nueva Zelanda y Sudáfrica, también podría dar cabida a conjuntos argentinos.

La asamblea extraordinaria en la que se votará si la Argentina dará un giro hacia el rugby rentado se desarrollará el 28 del mes próximo. Sin embargo, la decisión podría conocerse casi 20 días antes de esa fecha, cuando los dirigentes se reúnan en Paraná durante el Seven de la República (8, 9 y 10 de diciembre), el último cónclave previo a la jornada decisiva de fin de año. En la reunión de ayer, llevada a cabo en el Hotel Panamericana, estuvo Morgan Buckley, asesor de la IRB. El irlandés rastrilló durante un año el país para conocer las posibilidades de motorizar el cambio (sería un proceso de diez años). Anoche, evacuó dudas y defendió el espíritu amateur de los clubes. Buenos Aires (08/11/2007).- Las perspectivas de muchos de los jugadores que actualmente se desempeñan en el Viejo Continente (Francia, Inglaterra, Italia y España) y las de algunos dirigentes argentinos varía fuertemente a la hora de evaluar las posibilidades con las que se contaría en el ámbito vernáculo para forjar la implementación de un certamen competitivo y rentado.

Durante el transcurso de esta semana, el secretario de la UAR, Raúl Sanz, aseguró que es necesario " mantener la estructura amateur del rugby local, porque es la que catapultó a los Pumas al éxito obtenido en Francia ". Pero al mismo tiempo, varios de sus colegas, incluido el legendario Hugo Porta (actual vocero de la Unión), se encargaron de desestimar esta variable principalmente por motivos económicos y laborales, argumentando que los clubes " colapsarían " ante la obligación de tener que pagarles a sus jugadores por cada partido o competencia.

Ahora bien, desde el punto de vista estructural, habría que determinar previamente qué formato de profesionalismo se utilizaría, y cuántos clubes estarían en condiciones de sumarse, antes de confirmar o desechar una alternativa.

Tal vez, el mayor obstáculo con el que ha venido tropezando esta opción haya sido el desgastante análisis que genera la inevitable reformulación de todo el sistema rugbístico argentino, porque por lo pronto, la estructura nacional se encuentra fuertemente dividida en regiones, y no existe, como en las principales potencias, un torneo de importancia real capaz de unir a sus principales equipos.

Con esto en mente, la eventual profesionalización debería sortear su primera incógnita: ¿Un campeonato rentado a nivel nacional, o para empezar, sólo en Buenos Aires?

Teniéndose en cuenta que la URBA es claramente la Unión más poderosa del país, desde el punto de vista económico resultaría entendible una primera fase dentro de su seno, con la conformación de un certamen de primera división reducido a 20 equipos, y con un formato más extenso y más competitivo, como los de la Premiership o el Top 14.

Considerándose hipotéticamente un número de 30 jugadores rentados por equipo, y un sueldo mensual (inicial y en ascenso) de $5.000, los gastos por institución serían de $150.000.

La financiación debería realizarse no sólo por las publicidades contratadas por cada club, sino también por los ingresos publicitarios y televisivos de la Unión de Rugby de Buenos Aires, que a su vez debería contar con el apoyo de la UAR, y de manera indirecta de la IRB (la entidad estaría en condiciones de aportar una suma anual en dólares para fortalecer el sistema).

Es claro entonces, que en cifras globales, un emprendimiento de estas características requeriría indefectiblemente de varios millones para su implementación, pero también es evidente que el interés de los patrocinadores, de los espectadores y del mundo internacional del rugby, variaría de manera contundente, elevando al cien por cien el prestigio de un torneo que hoy no es considerado fuera de la Argentina más que por algunos dirigentes interesados en contratar a ciertos jugadores.

La puesta en marcha de una liga profesional generaría además el entusiasmo y la renovación de expectativas en miles de jugadores capaces de desempeñarse al mejor nivel, pero que hoy encuentran truncado su futuro deportivo, o se ven forzados a emigrar; muchísimos a ligas menores como las de Italia y España, en las que el nivel competitivo no es superior al local.

Desde el punto de vista económico, y más allá de los ingresos por patrocinios centrales y derechos televisivos, con un sistema profesional, los clubes tendrían además un derecho legítimo a determinar cláusulas de rescisión para contar con ingresos razonables ante la partida de un deportista formado por ellos.

Después del anuncio que la UAR realizó este semana, sobre la intención de crear una elite de jugadores rentados, la primera reacción de los Pumas fue favorable, aunque todos coinciden en que esto deberá ser apenas un primer paso, porque el panorama del rugby argentino volverá a modificarse sustancialmente con la llegada al Tres o al Seis Naciones, y porque además, no siempre se podrá conquistar un espacio mundialista entre los cuatro mejores, que sostenga un oasis entre las urgencias existentes.

Barcelona (08/11/2007).- Con la llegada del francés Bernard Lapasset al alto mando de la International Rugby Board (IRB), se duplicaron las expectativas favorables de una probable incorporación de los Pumas a un certamen de jerarquía internacional.

La cierta afinidad que une al directivo galo con la Argentina, volvió a hacerse pública cuando Lapasset afirmó que una de las prioridades de su nuevo rol será estudiar el " expediente argentino " y la impostergable inclusión de los Pumas en un torneo regular conformado por potencias.

Esta respuesta, por ahora positiva, actuó a modo de reacción inmediata frente a la contundente actuación que los dirigidos por Marcelo Loffreda registraron en Francia, durante el transcurso de la última Copa del Mundo.

Pero las posibilidades de que la Argentina pase a transformarse en un séptimo país participante del Seis Naciones encontraron poco asidero, cuando el propio Lapasset afirmó que " el lugar de los Pumas debería ser el Tres Naciones, junto a las demás potencias del sur ".

Estas declaraciones ahogaron en parte las esperanzas de muchos entusiastas de Bruselas y Barcelona, las dos ciudades europeas que competirían por ser tenidas en cuenta como punto de encuentro de los argentinos.

En términos económicos, la capital belga correría con alguna ventaja, por la buena infraestructura que podría poner a disposición de los sudamericanos. Pero Barcelona tendría a favor algunos otros factores también importantes, como el idioma, la presencia de numerosos argentinos en los clubes locales, y un público tal vez mucho más adepto y más conocedor de sus jugadores.

Según el presidente de la Federación Catalana, Xavier Albert, para que la llegada de los Pumas a Barcelona fuera posible, se deberían determinar las instalaciones de entrenamiento y concentración, los medios de traslado y fundamentalmente el escenario de juego, que en principio podría ser el estadio Olímpico de Montjuïc, donde habitualmente se desempeña el club de fútbol Espanyol (dejará de hacerlo a partir de la próxima temporada).

Las ideas están a la vista, y las expectativas también, especialmente porque toda la dirigencia catalana sabe que formar parte del Seis Naciones representaría para la ciudad, y para España, un paso adelante en la difusión de esta disciplina.

De todas formas, la respuesta positiva o negativa a esta propuesta deberá someterse antes a innumerables filtros, la mayoría de los cuales responderán a intereses económicos.

Londres (13/12/2007).- Las autoridades de la Unión Argentina de Rugby (UAR) confirmaron en forma reciente el formal interés de nuestro país para unirse en un futuro cercano a alguna de las dos principales competencias internacionales regulares.

Sobre la base de un plan estratégico elaborado durante meses, y con la presencia de Hugo Porta como vocero ante la International Rugby Board (IRB), la UAR apuntó sus expectativas a una posible inclusión de los Pumas en el Seis Naciones europeo, aunque esa idea deberá convencer primero a los miembros del comité que conduce los destinos de tal certamen.

" Existe total unanimidad acerca de que la Argentina debe ser incluida cuanto antes en un torneo de jerarquía mundial. Sus actuaciones, no sólo a lo largo de la última Copa del Mundo, sino también durante estos últimos años han generado un mérito más que suficiente ", señaló el presidente de la RFU inglesa, Martyn Thomas, en un diálogo con el periódico local The Guardian.

El directivo afirmó, sin embargo, que lo más natural sería ubicar a los Pumas dentro de los márgenes del Tres Naciones, porque se trata de un equipo del hemisferio sur, y porque la llegada de un nuevo miembro al Seis Naciones generaría en Europa un claro inconveniente en el calendario de partidos, algo que de hecho causó importantes conflictos con los jugadores, en 2005 y en 2006.

La UAR es una entidad de fuertes convicciones en cuanto al espíritu que pretende para su juego. Y la estructura amateur que existe en la Argentina entra en permanente conflicto con la International Rugby Board (IRB) a la hora de sentarse a la mesa de las negociaciones en busca de la inclusión de nuestro país en el calendario de competencias internacionales.

Sin embargo, la medalla de bronce y el cimbronazo que la Argentina causó tras su participación en Francia 2007 aceleró los tiempos, obligó a tomar decisiones trascendentales. "Los dirigentes tendrán que estar a la altura de las circunstancias", advirtió Hugo Porta hace poco menos de un mes. Los jugadores pidieron cambios a gritos; en la cancha y fuera de ella. Y la dirigencia dio el primer paso ayer, con una conferencia de prensa en la que se anunció que el 28 del mes próximo habrá una asamblea extraordinaria para modificar el estatuto de la UAR y permitir así la formación de un plantel profesional de 60 ó 70 jugadores.

La principal intención es incorporar a los Pumas al Seis Naciones europeo o el Tri Nations del hemisferio sur, además de que algún equipo argentino se integre a algún torneo anual internacional (como el Súper 14).

Alejandro Risler, presidente de la UAR, presentó así la situación: "Llamamos a una asamblea extraordinaria para generar la modificación y reforma de los estatutos de la UAR, fundamentalmente para reconocer el rugby profesional y lo que eso implica para nosotros, porque actualmente nuestras reglas no lo permiten. Esto responde a un compromiso que tomamos con la IRB".

Hasta el momento, los Pumas tienen jugadores que cobran viáticos, pero no un salario. Básicamente son tres los pasos que deberá concretar la UAR si quiere conseguir su objetivo internacional:

1°) Cambiar su estatuto para estar facultada para jugar un torneo profesional.

2°) Contemplar en esa modificación que los rugbiers puedan firmar un contrato con la UAR para ser profesionales.

3°) Crear una figura dirigencial que permita llevar adelante las negociaciones ante la IRB. La máxima entidad del rugby entiende este cargo, el de CEO (siglas de Chief Executive Officer), exclusivamente para un profesional (gerente rentado), que toma decisiones en el consejo directivo. La UAR está estudiando la manera de instrumentar este cargo sin dejar de ser amateur.

Este último es el punto que más diferencia encuentra entre el pensamiento del rugby mundial y el de nuestro país. Morgan Buckley, director de la consultora ASMT -que asesora a la IRB, a Francia, a Nueva Zelanda y, desde junio último, a la UAR-, dijo en una entrevista con LA NACION en agosto último: "No solamente hace falta tener un equipo profesional, sino también una estructura y una dirigencia". La frase causó confusión entre los dirigentes argentinos: "Estuvo con nosotros durante una semana y nunca nos dijo eso -aclaró el secretario de la UAR, Raúl Sanz-. Después de aquella nota, hablamos nuevamente con él. Creo que se está manejando una acepción diferente de la palabra". La situación no quedó del todo clara y habrá que trabajar sobre ese punto.

De cualquier modo, éste es un primer paso histórico para el rugby en la Argentina, y requiere de movimientos apurados. "Se convocó a un congreso de presidentes de clubes para iniciar el debate con anterioridad y hacerles llegar a todas las Uniones el material que de ese debate surja, tal como lo indica el estatuto, 15 días antes de la asamblea", aclaró Risler. E incluso aceptó que aunque no continuará en su cargo, porque hay elecciones el mes próximo y las normas vigentes se lo prohiben, el cambio debe estar más allá de la actual conducción: "La renovación de autoridades se da por mitades. Es decir que medio Consejo va a permanecer. Sucede que hay una reunión muy importante con la IRB este mes y no podemos seguir esperando. Inevitablemente necesitamos hacer esta presentación. Tiene que ser rápido. No puede esperar hasta marzo o abril del año próximo. Sería una imprudencia dejar que los meses transcurran sin tomar decisiones, porque el rugby mundial nos está esperando".

El congreso al que hace mención Risler se realizará entre el 26 y el 30 del actual. Allí se tratarán temas ligados a los calendarios de las futuras competencias. El encargado de exponer por nuestro país será Hugo Porta: "El plan estratégico, que estamos diseñando con Buckley, debe contar con un claro mensaje de unidad del rugby argentino. Vamos a tener que tomar esta decisión en conjunto", dijo Porta. No es casual la mención. Se trata de convencer, en algunos casos a clubes conservadores y la UAR no puede darse el lujo de dar pisadas en falso. "No podemos esperar, tenemos que llegar a fines de noviembre con los deberes hechos", le había confiado a LA NACION un dirigente antes de la conferencia de prensa, pese a que la asamblea será en los últimos días del año.

Sobre la conformación del nuevo equipo, Risler comentó: "Queremos tener 60 ó 70 jugadores contratados. Claro que todo estará atado a la posibilidad de conseguir la competencia. Para generar eso, tenemos que contar con 23 ó 25 partidos internacionales por año". Y confirmó: "Obviamente la primera invitación será para los jugadores que están en el exterior".

¿Cual es el torneo en el que hay más posibilidades de entrar? Aún no está resuelto: "Buckley está haciendo los estudios de cuáles son las mejores posibilidades para insertarnos", respondió Risler. Si sólo se concretara la aceptación para la selección nacional, la posición de Porta es similar a la de los jugadores: "Tanto ellos como nosotros consideramos más viable jugar en Europa, en el Seis Naciones, porque es allí donde la mayoría de los jugadores argentinos se desempeña".

Lo concreto es que -según afirmó Risler- la UAR y la IRB pudieron acercarse: "Nos costó mucho convencerlos. Generar toda una estructura profesional en la Argentina con nuestras leyes laborales y con el costo que demanda para tres partidos en el año era desproporcionado. Nos entendieron".

La UAR tenía la obligación de responder después de la actuación de los Pumas. Y ya lo hizo. Raúl Sanz interpretó bien la situación. Sabe que se está ante una oportunidad única: "Los estatutos no se modifican todo el tiempo. Deben hacerse para que perduren y se adelanten en el tiempo. Un dirigente debe diseñar el futuro y adelantarse a lo que va a pasar. Se cumple un viejo anhelo de la dirigencia, que es debatir de una vez por todas y para siempre cuál va a ser la carta orgánica, nuestra constitución para que rija nuestros actos de gobierno por los próximos 15 ó 20 años. No se trata de una opinión cualquiera y no precisamente porque Rogge haya llegado al seleccionado de rugby de su país. Ocurre que se produce justo en un momento en el que el rugby pretende ingresar más que nunca al movimiento olímpico.

El apuro del International Rugby Board (IRB) obedece a varias cuestiones. La primera, como siempre, es económica, ya que los Estados están obligados a apoyar en ese rubro a todos los deportes olímpicos. La segunda es tratar de ampliar la pirámide para que no quede todo circunscripto a las potencias.

El rugby participó sólo en los Juegos Olímpicos de 1920 y 1924, en Amberes y París, respectivamente, y ambos casos la medalla de oro se la llevó Estados Unidos.

Si prospera algún proyecto, el rugby sería incluido en su modalidad de seven.

Será necesario que en nuestro país existan centros de alto rendimiento para todos los jugadores, no solamente para una elite que reside en Buenos Aires; que el aluvión de chicos que se acercó al rugby por primera vez a causa de la fiebre puma encuentre en los clubes la contención y la enseñanza necesarias; evitar que los jugadores emigren a Europa cada vez más jóvenes, y que la estructura en la que se apoya nuestro seleccionado fortalezca sus cimientos con orden y constancia, coherentes con un equipo que es número tres del mundo.

Se tirará todo por la borda si después del éxito mundialista, por ejemplo, los Pumas vuelven a jugar recién en junio, dentro de ocho meses. Y mucho más aún si durante los tiempos de turbulencia política que se aproximan (habrá cambio de autoridades en diciembre) los dirigentes anteponen intereses propios por sobre los comunes.

Los vientos de cambio más fuertes soplaron desde el Sur. Pese a que la mayoría de nuestros jugadores se desempeña en Europa, la alternativa del Tri Nations hoy es más viable que la del Seis Naciones, certamen al que la UAR aún no hizo formal su solicitud de ingreso. La Unión Sudafricana ha dado su voto de confianza para la inclusión de los Pumas, así como la empresa dueña de los derechos televisivos del torneo se manifestó dispuesta a rever los contratos en caso de sumar a la Argentina. Hasta ahora el canal de diálogo es cordial y amable.

La esperanza de un viraje favorable está depositada en la reunión que sostendrán los dirigentes del mundo el mes próximo en Dublín, donde está la sede de la IRB.
