--------------------------------------------------------------------------------------------- OPEN LETTER TO ARGENTINE RUGBY "I am writing to you through this to express the thoughts and feelings of the Rugby Union of Buenos Aires, which I have the honour to chair in terms of the Proposed Reform of the Statute of the UAR to be dealt with in the Extraordinary Assembly to be held on 28/12/07 (Nestor Galan, Chairman of the URBA). You all know that this does not share the URBA Reform Project of statutes that have been submitted and approved by the Board of Directors of the UAR and turned all Unions for analysis and eventual adoption .- The Union has already said that not only did not share their contents, but does not share the mechanisms and procedures brought forward for development, which has received the unanimous rejection of all clubs belonging. We would have liked-as has been common practice-all Provincial Unions involved in drafting it, we are all together which consensuemos its content and needs .- Thus we had avoided the confusing situation that has developed, citing the first as the main reason for this reform, external demand, then "a need that we all share," with a text that is far from responding to this reason, noting that even to this main argument, that of a selected professional play with the best on a regular basis, you have gone adosando "other reasons" so misleading that they have not done anything other than teñirlo suspiciously in doubt and facing the Unions sisters without any sense .- We are convinced that in our Union or the IRB, or the world rugby in general, could decide if our Clubs must adhere directly to the UAR or mind must do so through their Provincial Unions, or if money is distributed among its members or if the conformation of the Executive Committee and functions "full time" to be assigned to limit the participation of the Unions of the Interior or even if subsidized travel for tournaments Regional .- All these issues, and still others that may arise and that certainly interest us a lot, we require a great deal of debate and work "among all", a debate that we know is not marked with a time limit or any urgency, which we require pursue serious reform, consensual and participatory .- In the quest for TOGETHER AND GIVE THE EXAMPLE throughout RUGBY THE COUNTRY that we are being asked to shouts A GESTO DIGNO AND ALL THE GRANDEUR OF RUGBY DIRIGENCIA demonstrating that we are able to relegate the differences and think about our game, our players and the good of Argentine rugby, the URBA by CONVICCION believe that we should set aside differences and get excuses or to seek and find common ground, I am sure that there are many .- In this sense, we all share: A) REFORM TO BE THE CURRENT STATUS adapt to the pace and patterns of international competition .- B) THAT THE UNIONS HAVE DIFFERENT NEEDS OF COMPETITION, which should be addressed .- C) THAT THE UNIONS NEED TO DEVELOPMENT AND DISSEMINATION TO BE REVIVED AND SERVED SINCE THE CONDUCIDAS UAR, to be effective .- D) TO BE CREATING A PROFESSIONAL GERENCIAMIENTO that allows us to manage a dynamic and matched the best Unions of the world .- E) TO BE CREATING CENTERS FOR HIGH PERFORMANCE AND TRAINING IN DIFFERENT REGIONS THROUGHOUT THE COUNTRY, INCLUDING, so they can be used by all and allow the strengthening of all Unions, which surely, in time, levelled levels game and competition from all over the country .- Today we are facing an Extraordinary Assembly that requires us to agree on a future liability reform, which was adopted without hardship and without bending, allows us to mark that path. Therefore, at this time we must reject the proposed project by inviting all Unions friends - the 25 that make up the UAR-working towards common objectives, in response to the needs listed above .- We must also recognize, despite the efforts to carry forward this reform, that is not enough time to change this situation, and this is why we have to add more as a coincidence, the fact that we need time to bring it forward so that we can definitely develop together a stage clear for all participants, and we must do so to our Constitution is the true reflection of what we think and what we want to be .- In this way, we must continue the example resignar without the basic principles taught us this sport, favouring COMMITMENT, RESPECT, ETHICS, FRIENDSHIP to finally be proud of having accomplished together to form a single team and not being 400 wills Scattered .- And that is why we must remain respectful of the current status and give AN EXAMPLE MAS, proving that beyond the positions taken up by everyone here, rugby also respects the agreements and rules, that today we are saying that we should give step by the new authorities, as soon convene the Assembly Ordinary allowing this replacement that ultimately this is the new leadership to complete the work and the initiative to reform the statute that have taken our current administrators, making all of the Unions Country faithful guarantors of the main points that we have identified as matches .- We think of our Union that we must promote these impending changes, but we are also conscious that we have a duty and responsibility to seek compromise and agreement allowing the unit ultimate rugby, marking a path set aside the differences and disagreements that not lead us anywhere .- "It is likely that by modeling is not the best way to teach, perhaps the only way," Albert Schweitzer Buenos Aires, December 26, 2007 .- Nestor O.
